ATLAS VISION RESIDENCY
Ten countries offer different routes. Start with what you want to gain: additional mobility, options for your family or a real base for your business. Our comparison makes the differences clear and shows why Paraguay and Argentina deserve a closer look.
An additional passport should fit your destinations and life plans. For someone who already holds a passport with broad travel access, such as a German passport, another place to live and do business may matter more than a higher destination count. Family, residence rights and the practical use of the country belong in the same decision.

All ten countries are visible in the overview. Compare two directly, open a country profile or use the complete 17-criterion matrix on a larger screen. Paraguay and Argentina are selected initially for the two-country view; this is not a ranking.
Compare two countriesAs of 27 October 2026. Family of four means two legally married adults and children aged 10 and 14 on the application date. Destination figures use the same Henley Index method, including territories and certain visa-on-arrival/ETA arrangements. They are not solely sovereign visa-free states and do not confer residence or work rights. Conditions and sources accompany each field.
All model amounts are in USD, with no currency conversion. Minimum contributions, committed investment capital, government fees and professional support are distinct items. Calculations show known subtotals, included items and unpriced extras. The regular routes in Paraguay and Argentina are budgeted individually. We price your support according to the agreed scope of services.

| 01Timeline | St. Kitts and Nevis Notification in 120–180 days; passport later Subject to conditions ConditionsCBI has no multi-year prior-residence period. Under regulation 21(5), notification of approval in principle, refusal or a reasoned delay follows within 120–180 days of acknowledgement of receipt. Payment, citizenship documentation, biometrics and the passport are separate subsequent steps; this is not a total passport timeline. Sources
| Antigua and Barbuda No reliable total timeline established Not conclusively confirmed by official sources ConditionsCBI does not require several years of prior residence; applications go through an authorised representative. A reliable current decision and passport-delivery timeline has not been established; no month-based guarantee is given. Sources
| Dominica At least three months to approval in principle Subject to conditions ConditionsThe CBIU indicates at least three months to approval in principle. Preparation, payment, the naturalisation certificate and passport are separate stages; no fixed total passport timeline is established. Sources
| Grenada 60 working days in older FAQ; total time unconfirmed Subject to conditions ConditionsThe IMA FAQ mentions 60 working days subject to checks and payment, followed by a passport application. Visible legacy content means this is not a reliable empirical total for 2026 or a guarantee. Sources
| St. Lucia 90-day FAQ is not a confirmed current total Subject to conditions ConditionsCBI has no multi-year prior-residence period. The FAQ mentions about 90 days after acceptance but also contains superseded fees. It is therefore not a verified current total timeline; passport issuance and the 2026 biometrics are separate steps. Sources
| Vanuatu No current official total timeline established Not conclusively confirmed by official sources ConditionsDSP is an established investment route, but a current officially verified total timeline to citizenship and passport is missing. The older passport FAQ referring to 2010/2015 is not used as a delivery guarantee for 2026. Sources
| Sierra Leone Private advertising: 90 days, not officially confirmed Not conclusively confirmed by official sources ConditionsGoForGold advertises 90 days; this is not an officially confirmed decision or passport timeline. Ordinary naturalisation and the claimed fast track are different. The current special legal basis and operational state authorisation have not been established. Sources
| São Tomé and Príncipe Programme estimate: five to six months overall Subject to conditions ConditionsThe central programme indicates about two months to a decision and a further three to four months to the passport, totalling five to six months. This is a published estimate, not a statutory guarantee; older two-month total claims are outdated. Sources
| Paraguay Application after three years from permanent admission Supported ConditionsThe constitution requires at least three years of settlement. The Supreme Court procedure requires three years from the permanent-admission resolution before applying. The preceding residence route, court decision and passport issuance are additional stages; no total passport timeline is established. Sources
| Argentina Regular route: two-year statement with legal conflict Source/legal conflict ConditionsDNM publishes two years of legal residence without leaving the country before an ordinary application. In YL, CNE 8843/2023/CA1 of 30 June 2026, the court declared DNU 366/2025 null in proceedings begun before the decree; its reasoning and notifications go beyond a merely transitional issue. Appeal status, finality and general implementation remain unresolved. For CBI, 30 working days run only after DNM receives the agency report, not from application to passport. Sources

| 02Family eligibility | St. Kitts and Nevis Spouse, children; other relatives subject to conditions Subject to conditions ConditionsMain applicant aged 18 or over; spouse; minor children; the current CIU page lists children aged 18–30 subject to education and support conditions, certain children with disabilities and supported parents aged 55 or over. The family example with children aged 10 and 14 is generally covered. Nationality, criminal-record, security and other exclusions still apply. Sources
| Antigua and Barbuda Broad family scope with dependency rules Subject to conditions ConditionsA spouse, financially dependent children up to 30, certain children with disabilities, dependent parents or grandparents aged 55 or over, and unmarried siblings may qualify. The family example with children aged 10 and 14 is generally possible; individual exclusions still apply. Sources
| Dominica Family inclusion with age/support conditions Subject to conditions ConditionsSpouse; children under 18; children aged 18–30 in full-time education and financially supported; special categories including unmarried daughters under 25 and children with disabilities; supported parents/grandparents over 65. The example with children aged 10 and 14 generally qualifies. Sources
| Grenada Spouse, children and certain other relatives Subject to conditions ConditionsSpouses, dependent children, parents/grandparents and certain siblings may qualify. The fee table covers the example with children aged 10 and 14. The general FAQ does not establish all age and support requirements for adult dependants. Sources
| St. Lucia Family under Act 22/2025; children 10/14 generally covered Subject to conditions ConditionsAct 22/2025 includes a spouse; children up to 21, or up to 30 if fully supported; children/parents with disabilities; dependent parents over 55; and unmarried siblings under 18 with consent. The family example with children aged 10 and 14 generally qualifies. Sources
| Vanuatu DSP tariff for a married couple and two minors Subject to conditions ConditionsThe DSP tariff distinguishes an individual, a married couple, and a couple with one or two children. The family-of-four price model uses minor children aged 10 and 14. Complete current rules for adult children, parents and dependency remain unresolved. Sources
| Sierra Leone Family scope based only on the private offer Not conclusively confirmed by official sources ConditionsThe private offer lists a spouse, minor children, parents/grandparents and special relatives. Official family-CBI eligibility is unconfirmed; family-of-four costs are solely the provider's calculation. | São Tomé and Príncipe Source conflict: certain adult dependants on hold Source/legal conflict ConditionsProgramme FAQ: spouse/de facto partner, children up to 30 and parents from 55. A consular notice dated 21 September 2026 reports suspension of certificates/passports for children aged 18–30 and parents from 55 pending legal change. No express lifting was found; children aged 10 and 14 are outside that affected age group. Sources
| Paraguay Individual legal basis for each family member Supported ConditionsThere is no CBI family package. Each family member's residence and later naturalisation remain separate. Adults must satisfy the requirements themselves; children's nationality by birth or descent follows article 146. Sources
| Argentina Regular route individual; CBI family route only announced Subject to conditions ConditionsOrdinary naturalisation is assessed per person. The CBI announcement lists an additional USD 100,000 for a spouse, USD 100,000 for unmarried childless dependants aged 18–25, and USD 25,000 for minors. The family-of-four calculation is announced only; operational eligibility is unconfirmed. Sources |
| 03Physical presence | St. Kitts and Nevis No general residence requirement; separate biometrics Supported ConditionsThe CIU states that CBI carries no general residence requirement. Mandatory biometric enrolment is separate and need not take place exclusively in St. Kitts. Sources
| Antigua and Barbuda Five days in the first five calendar years Supported ConditionsThe CIU requires at least five days in the country during the first five calendar years. Non-compliance can lead to loss or non-renewal. This is not a full-time residence requirement. Sources
| Dominica No CBI residence requirement Supported ConditionsThe CBIU requires no residence before, during or after the CBI application. An actual move has separate tax consequences. Sources
| Grenada No visit required according to IMA Supported ConditionsThe IMA FAQ requires no visit before, during or after CBI. This does not establish tax residence or waive individual identity checks. Sources
| St. Lucia No multi-year prior residence; biometrics appointment remains Subject to conditions ConditionsNo multi-year prior-residence requirement is established for CBI. This does not mean a fully remote process: the biometrics introduced in 2026 and specific appointments still need to be arranged. Sources
| Vanuatu Entirely visit-free process unconfirmed Not conclusively confirmed by official sources ConditionsDSP must be distinguished from ordinary long-term naturalisation. The official sources reviewed do not establish that no visit is required at any stage. Sources
| Sierra Leone Fast-track residence exemption unconfirmed Not conclusively confirmed by official sources ConditionsThe claimed fast-track exemption from residence is not officially confirmed. Ordinary legislation contains residence and integration requirements; it does not establish an exception created by payment. | São Tomé and Príncipe Programme FAQ: no minimum stay requirement Subject to conditions ConditionsThe programme FAQ states there is no residence or minimum-stay requirement. Individual identity checks remain possible; this does not establish tax residence. Sources
| Paraguay Actual settlement and regular activity Supported ConditionsActual settlement, regular activity and good conduct must be evidenced. There is no official rule that one visit a year is sufficient. Article 150 makes unjustified absence exceeding three years a ground for judicially determined loss of nationality for naturalised citizens. Sources
| Argentina Regular route: presence rule subject to court conflict Source/legal conflict ConditionsThe current DNM page requires two years of legal residence without leaving the country. The documented court conflict prevents an unqualified statement that this rule is settled. The statutory investment route removes the previous minimum residence period but does not prove exemption from all appointments or visits. Sources |
| 04Biometrics | St. Kitts and Nevis Interview and mandatory biometrics Supported ConditionsThe main applicant is interviewed; others aged 16 or over may be required to attend. New applications since 14 April 2026 require biometrics after approval in principle at approved centres, including St. Kitts, London or Dubai. The transition deadline for older CBI passports is 31 July 2027. Sources
| Antigua and Barbuda Interview possible; biometrics not fully established Subject to conditions ConditionsApply through an authorised agent. Additional evidence and an interview may be requested. The oath and passport are separate steps. Current interview and biometric requirements, appointment locations and interview fees have not been fully established. Sources
| Dominica Mandatory virtual interview from age 16 Supported ConditionsA virtual interview is mandatory for applicants aged 16 or over; additional checks are possible. The passport is issued only after citizenship is granted. Sources
| Grenada Online interview from age 17; fingerprint form Supported ConditionsOnline interview: published fee USD 1,000 for persons aged 17 or over, also covering certain non-applicant spouses or sponsors. A fingerprint form is part of the file; the acceptable collection location must be established for the case. Sources
| St. Lucia Interview and new biometrics; some fees/locations unresolved Subject to conditions ConditionsThe main applicant undergoes a paid interview/identity check. SI 57/2026 requires biometrics for successful applicants. The complete list of appointment locations, implementation details and biometric fees has not been established. Sources
| Vanuatu Current biometric/appointment rules not fully established Not conclusively confirmed by official sources ConditionsCitizenship and passport procedures remain separate. Current DSP biometric/interview obligations, overseas locations and costs have not been fully established. Sources
| Sierra Leone Personal enrolment cannot be ruled out Not conclusively confirmed by official sources ConditionsState passport procedures and identity checks exist. The provider's offer does not establish freely selectable appointment locations or exemption from personal enrolment. The fast-track process remains officially unresolved. Sources
| São Tomé and Príncipe Biometric/interview rules not fully established Not conclusively confirmed by official sources ConditionsThe programme describes applications through agents. Complete current interview/biometric requirements and approved appointment locations have not been established; entirely travel-free processing is not promised. Sources
| Paraguay Personal application; lawyer's written submission Supported ConditionsThe Supreme Court requires the applicant to appear personally to sign the declaration, together with a lawyer's written submission. Identity and passport procedures are separate. Fully remote naturalisation is not established. Sources | Argentina Regular route: RaDEX/DNI with in-person component Subject to conditions ConditionsThe ordinary administrative route uses RaDEX, an in-person component and a DNI. Definitively verified interview, biometric and appointment-location rules for the announced investment route are missing; it is not presented as an entirely remote product. Sources

According to the State Department, the separate immigrant-visa pause covering 75 countries ended on 21 August 2026. It must not be confused with the separate restrictions under PP10998.
For people who intend to live and conduct business in South America, a sound residence plan already offers practical value. The regular route to Paraguay does not require a CBI purchase price. Your budget can therefore focus on establishing your life and business: residence, documents, activity, housing and later naturalisation form one connected plan.
For business owners, IRE is a specific factor: generally 10% of taxable net profit. This is not an overall tax rate; distributions, other taxes and obligations in the country of origin belong in the structure. The source of a service is determined by law, not simply by the customer's location or bank account.
The Paraguayan passport reaches 144 destinations in the index used here. Ordinary short Schengen visits are generally visa-free within the 90-in-180-day rule; eligible short UK visits generally require an ETA. Later citizenship can therefore complement a location decision that already delivers practical benefits.
The central bank forecasts real GDP growth of 5.0% for 2026 — forecast as of September 2026. For entrepreneurs prepared to spend real time in the country, Paraguay is a serious option for an additional international base. The comparison explains the naturalisation timeline, multiple nationality and retention requirements.
Citizenship planning for ParaguayArgentina is particularly relevant if you choose it as a genuine home and want to connect that decision with another nationality over the long term. At 169 index destinations, its passport has the highest score among these ten countries. Short Schengen visits under the 90/180-day rule and eligible short UK visits with an ETA are also documented mobility features.
The focus is on the regular residence and naturalisation route, with individually budgeted costs. The administration publishes a two-year rule without leaving the country, while a documented court conflict concerns DNU 366/2025 and jurisdiction. The timeline and presence fields explain the implications for the procedure.
For entrepreneurs and families, this is a life decision with its own financial consequences: tax residents are generally taxed on worldwide income. The separately announced investment route is not a condition of ordinary naturalisation. Its contributions and unconfirmed operational start appear only in a separate route section.
Citizenship planning for ArgentinaSuitable investment routes may be a better fit if you want an additional status while keeping your existing home base. If you also want to build another place to live and do business, Paraguay and Argentina deserve a serious place on your shortlist. Paraguay combines the regular residence route with a business-tax framework that can be assessed concretely; Argentina offers the broadest index travel reach in this selection and a distinct long-term life option.
For your family, each person's legal basis matters. For your business, the place of activity, management and tax residence matter. Additional citizenship can broaden your choices; it does not replace this planning.
If you are concerned about possible future wealth levies, changes to military-service rules or military escalation between Europe and Russia, you can start building lawful options early. A further citizenship can expand those options; it does not automatically remove existing tax or military-service obligations. Plan citizenship, residence rights and tax residence as three distinct matters.
Plan your departure and arrival togetherChoose the country whose citizenship fits your plans. AVR supports your application through a strategy tailored to your circumstances.
Talk to AVR about where you want to live, how you run your business and which options you want to create for your family. We can then shape the right starting point for your international plans. The AVR service offers linked here concern Paraguay and Argentina; the comparison is not a commitment to arrange every investment programme.
